Cripple Creek Dulcimer Kit

I have owned a couple of Dulcimers but this is my first kit.   It is a un-built 1986 solid walnut hourglass.  I found it on Craig's List for $50.  I have built a guitar kit and a ukulele kit.  The question I have is that on the heel where you attach the strings are 2 holes and 2 wood dowels to glue in the holes.   I assume a jig was used for production but one hole is almost 3/32 higher.  It is enough to be noticeable.  I am thinking of reaming both up and down with a drill bit and gluing them in straight and fill in after they are dry or glue the dowels in and cut them flush, cover with veneer and use nails like my other dulcimers had.  Which would you think would be best or I am open to other ideas.   Also,  the building instructions were missing.  Does anybody know where I could get a set?  I have read other instructions on the web an building should go OK.   I have not been able to find any pictures of one.  Thank you for any help you can give
