Understanding Fingerpicking

I notice there is a fingerpicking forum here.

I am a beginner so I wanted to check my understanding. Does fingerpicking refer to what the right hand is doing - picking the strings instead of strumming?

If so, does this means you can do fingerpicking even if you play noter style rather than chording with your left hand?
