The Bailiff of the Marshlands is the water which occasionally repossesses his territory, temporarily drained by human activity. Since Britain was a province of the Roman Empire men have dug canals, drains, dykes, ditches and delphs to drain the water from the Fenlands. Time and again the water has returned, and rising sea levels will mean inevitably that the ancient Fenlands will again be under water, including all the new settlements being built there now.
